[Ifeffit] Demeter 0.9.12

Hi,

I prefer not to make multiple releases of my software within a week.
Unfortunately, there were just too many problems with last week's
release, many of which were discussed right here on the mailing list.
There are no new features, just a bunch of fixed bugs.

The windows installer is available for download at

I tagged release 0.9.12 at github.
