Tk modules (version 8.4.15) were installed on /usr, but perl Makefile.PL it does not recognize
Perl modules need to be installed in a place where Perl will find them. This usually "just happens" -- except when it doesn't ;-) At the command line, do "perl -V". Along with lots of other stuff, that will tell you perl's include path. Things need to be installed in one of those places. Most linux distributions hace a perl/Tk package. It is usually easiest to use the package manager rather than installing by hand.
