[Ifeffit] Ifeffit & friends on Windows 98

Hi folks,

I want to say a word of public thanks to Zhan and Kristine for helping
to track down and solve the problems with installing Ifeffit on
Windows 98.  This kind of feedback is very helpful to Matt and I.  I
know that Atoms, Athena, and Artemis have only improved over time
thanks to the helpfulness and dedication of the fine folks who find
problems and make the effort to report them and to work with me to
track down solutions.
