[Ifeffit] trial release #9 for Windows for Demeter 0.9.20 (Bruce Ravel)

I (and someone at the IIT XAFS School) can confirm this.

The AWS links aren't browseable. Is it possible to allow browsing?  If
not,  is sourceforge.net a viable alternative?
