I use Inno Setup (http://www.jrsoftware.org/isinfo.php) to build the 
installer.  I was under the impression that the package could be installed for 
all users and doing so certainly works on the Windows 7 machine at my 
beamline.

I am happy to make a change so this works better for you, but I don't know 
what change to make.
