[Ifeffit] New Demeter Win7 install (?) problems

That's not how it works at my beamline on our Win 7 machine.  I
install as admin, and it works for the beamline users.

Perhaps, for some reason, %APPDATA% is something other than
C:\Users\<username>\AppData\Roaming\ on your computer.  Can you try
one of the following:

  * Open a command windows and type "echo %APPDATA%", then look in
    that location.

  * Search for the file "demeter.ini" using the file manager.

It's gotta be someplace!
