[Ifeffit] NiO data

Hi Scott,

I have some NiO data that is fairly old (~1992) and not very well
documented.   There are spectra at 80K, 180K, and room temperature. I
believe the data was taken at X11-A, but I have no notes on sample
prep (the files indicate powder on tape).  The data looks pretty good
until the Cu edge, but I'd be reluctant to put it in a database
without better notes.
