[Ifeffit] IFEFFIT on Tiger - confusion between Perl 5.8.1 and 5.8.6

Hi Joel,

And sorry for the delay.  The basic issue is that you have to
rebuild Perl/Tk for Perl 5.8.6 for the Ravelware to work.  This 
has been discussed a little bit before.  Rebuilding Perl/Tk 
is usually not too difficult, if you have the developer tools
