[Ifeffit] max paths/feff calculations

Sean,

The ifeffit_10.dll that comes in the Windows installer is built 
to support 256 Feff file, 256 paths, and up to 16 data sets.

But there is also a version of ifeffit_10.dll that supports 1024
Feff files, 1024 paths, and 16 data sets.  This version can be
copied into the main Ifeffit directory. I'm pretty sure all
Ifeffit applications will have to be quit before you can do this 
copying. 

The alternative version of ifeffit_10.dll can be found in the 
  build_setup\dlls\IFF1.2.6_MPATHS1024

folder under the main Ifeffit directory or at
  http://cars9.uchicago.edu/ifeffit/src/Win32_dlls/1.2.6/MPATHS_1024/
