I recall seeing the problem you describe before, and I think it had 
something to do with the updater. Try going in to your ifeffit 
directory and finding updater.exe. If you run that directly, you may 
find the updater kicks in and after grabbing about half a dozen 
updates, has your Artemis up to speed.
