[Ifeffit] CL normalization

It seems that I never actually implemented the ability to fix the edge
step when using the CLnorm algorithm.  That's just an oversight on my
part since ifeffit's bkg_cl function seems to allow one to do so.

It'll be fixed in the next release.  Thanks for finding this.
