[Ifeffit] detaching plot buttons in Athena on Windows

Hmmm.... the situation with the detaching plot buttons is actually
worse than I thought when I wrote my last (and somewhat sarcastic)
message.

It turns out that the mechanism I used to handle the detaching and
reattaching of the plot buttons will not work on Windows.  It seems to
be one of the very few things in perl/Tk that does not port from Unix
to Windows.

Unless I can find a better way, in the next release I will remove
this option from the Plot menu on Windows.

For now, just don't use it.
