I, of course, do not know the details of your computer.  In my 
experience the culprit for a large fraction of problems on Windows is 
the anti-virus software mistakenly identifying something in the 
installer package as problematic, thus preventing installation or 
execution.

My suggestion is to ask your IT people to explicitly whitelist the 
installer package and all of its contents.
